The NTIA Tribal Broadband Connectivity Program (TBCP) is the next major phase of broadband expansion led by the Hoopa Valley Public Utilities District (HVPUD). Funded by a $65 million federal grant through the NTIA, this project will bring high-speed fiber internet directly to homes, businesses, and public facilities throughout the Hoopa Valley Indian Reservation. It builds upon the foundation laid by the SB156 Middle Mile Project and represents a significant step forward in connecting the community.
• A new Tribal data center to securely manage and store information locally
• Two communications towers (Jones Point and Deerhorn) to strengthen wireless and emergency connectivity
• A fiber-to-the-home (FTTH) network, delivering fast, reliable internet to over 1,000 households, 64 businesses, and 19 anchor institutions, including schools and healthcare facilities.
This is the first time that many homes and institutions located on the Hoopa Valley Indian Reservation will have access to fiber internet, bringing internet service directly to their doorsteps.
The new data center will also support Tribal sovereignty and digital self-determination, allowing Hoopa to protect and manage its own data, including language, history, and records.
The NTIA project is now in the pre-construction phase. Construction began in Fall of 2025 and is expected to be completed by December 2026.Additional updates will be provided to the community as the project progresses.
In the coming months, HVPUD will share more information about service availability, sign-up processes, and what residents and businesses can expect when installation begins.
